Made unsolicited calls to my personal cell phone (at my expense) and then will not answer when I call them back to ask about how they got my number

I would like to report the number 206/496-0492. These people called my cell (at my cost) and then when I answered they hung up... The call cost me $1. I know it's not much but only my family has my cell phone because I only use it when traveling for emergencies. I carry it with me at all times. When I tried to call them back I kept getting their phoney survey message. I would like to see them shut down. They are dirt bags of the 1st order.
