Big rent increase just 2 months after move-in date

I just moved into this complex 2 months ago. As a teacher I do not get paid until the 5th of the month, but was told the rent is due by the 3rd. Should have known when the office seemed quite happy to 'accept' a late payment of $50 EVERY month. I fortunately received a VISA card from my credit union with a $1,000 limit and used it to take a $1,000 cash advance before the 3rd and repay after the 5th. Therefore, I did not have to pay the additional $50 in late fee. Rent is already $1127, which is supposed to include $2.97 for trash pickup.

Then, on the 18th of November, received a letter stating that a new "Going Green" company [YES ENERGY MANAGEMENT] would take over rent payments online (nothing new since I ALREADY have the ability to pay rent online!) to save the cost of paper and paying rent with checks. For this great honor, they will charge me an additional $45 per month, which means that my rent has gone up by 4% already! Guess they got their $50 late fee after all!
