Had Time Warner Cable install TV, Internet and Phone three months ago and they still are not providing satisfactory service.

For three month all three services worked intermittently. Kept sending clowns to my house to diagnose the problem, all concluding that the problem was outside my home and they weren't the right team for outdoor repairs. But never sending anyone to fix the problem. Finally, one week ago I think my TV and Internet problems were resolved when the outdoor crew finally came.

But my phone is still not working. When I dial out, it is likely to show up as an international call at the other end, it cuts you off in the middle of a conversation if you are lucky enough to even get a dial tone at all, and incoming calls do not ring on my phone. I've been told for three months that Level 3 is working on the problems. Not only am I paying for TWC, but I'm having to pay through the nose to use my cell phone because my home phone isn't working. And I'm spending days trying to contact, waiting for, and otherwise dealing with a totally inept company.

Unfortunately they are the only choice in my area, they obviously know that and don't care how they treat customers. But there has to be some government agency out there to which you can send a complaint and they can get TWC to take action.
