Trouble booting laptop - Studio 17 Laptop

My Dell Studio laptop will not turn on and boot properly when it is plugged into a wall outlet. Only when I unplug the power cord, plus any other connected items, like the printer, external drive etc, will it start. Once it starts, I can then plug in the power cord and accessories. Why is this happening? I also am concerned that one day the computer won't boot at all.
