Cincinnati Bell Rebate c/o Customer Care Department Runaround Getting REBATEs for buying Blackberry's (6months later...)

We purchesed 2 new BlackBerry Cell Phones at the Cincinnati Bell Wireless Store Summer of 2009. Salesman said we would each get $100 back for our phones. He copied the receipts for us, the UPC codes, —everything we needed.

We mailed them in and when I went to check our status, they never heard of us.
So then they told us to fax it in—651-762-9717 fax#, we did that and weeks later recieved a letter statine we were denied. "It has been 12months since you purchased your last phone using the mobile number provided."
I am not even sure what that meant—we had not bought any phones besides the new BlackBerrys, so I called the Rebate number—no humans available, only automated voice telling me denied.
Went to thier website, no humans available, no contact numbers or emails, status denied. So I called (9-22-09) Cincinnati Bell, after emailing Cincy Bell for a number to reach a human. He emailed me 1-888-391-3925.
On Oct 26th I spoke with Samantha and her manager, Sydney Ref#43271 she said she would call the Rebate people and put me on hold, she came back and said it was a mistake and I should get my Rebate in 4-6weeks from 10-26-09.
I Followed up on 12-22-09 to see the status, and spoke with Andrew 43288#, and he put me on hold and spoke with his manager and she said yes in fact I was getting my Rebate, and it would not be in until Late January/early Feb.
So I just called today and they said they dont know anything about the Rebates, to call: 1-866-2355.
I called there and spoke with Erin, she said I was denied. She said that a Cincy Bell Rep did call them and she told them we were denied and they did not tell them it was a mistake nor to move it forward. So she said to call Cincy Bell.
So I called and asked for a supervisor, Leann took the call, she said she got online for me and the Rebate website said I was denied.
I said, "Yes I know, that is why I called you back in August, and again in October, and again in December, Samantha, Sydney, and Andrew all told me I was getting the Rebate and it was a mistake and I sould not be denied. Now may I please speak with Sydney, Smantha or Andrew???"
She said, "How about if I just credit you the $200 on your cell phone bill?"
I said, "OK Thanks!!!"

Long story short: we never got our rebate. I think its a SCAM.
