Forcing customers to open accounts in order to withdraw money

Whoever made the decision to use Chase Bank as the recipient of unemployment checks, IRS refunds, etc., should be aware that this bank has been forcing customers to open accounts with them in order to withdraw their money. I personally know someone who was told that in order to continue to withdraw unemployment benefits they needed to open an account and thereafter have charged them fees weekly on that account. Today, while standing in line, I overheard a customer who was upset because she wanted to cash her IRS refund check but the teller insisted she open an account. She asked for her check back and was told they had ALREADY opened an account. She stated she needed cash to pay her bills and then a manager came over to "explain" to her why it was necessary to open an account. I tried repeatedly two days ago to cash a Chase cashier's check on my account and was refused and told I had to deposit it. Today, upon trying to withdraw SOME of that cash from my account, after signing a personal check in front of the teller and showing her the Chase deposit receipt, she said she needed my driver's license because my signature did not match the signature of account. She verified the signature on my license was the same as the signature I just signed on my personal chase check and then asked me to resign the check again, which I did. Then she went to get a "manager" who asked for my social security number, date of birth and wanted me to quote my last deposit. I again handed them the chase deposit receipt. When I demanded my money, it was explained to me that it was for my protection. Someone could have stolen my pictured driver license, my check book, my deposit receipt, my social security card and birth date. Although I have been signing checks in my check book which go through this bank everyday for years as well as deposits into this bank. And this is the 2nd time I try to withdraw money from my own account with all documentation provided and I got the third degree. Each Chase bank that I walked into in two days trying to cash a Chase cashier's check with proper documentation, I was turned down and noticed people opening accounts to deposit their IRS funds in which to withdraw their cash. Chase is taking serious advantage of people. I had become disenchanted with J.P. Morgan/Chase last year when they hiked up my payment on a chase credit card three times the amount even though I had been with them for 9 years and paid more than what I owed and before time month after month, and they refused to drop the payment back down. I moved the money onto another credit card who was fair with me, and closed that account totally. Now, I will be moving my banking elsewhere also. However, I would like to make it known what Chase is doing to customers by forcing them to open accounts and then charging them fees and harrassing them when they try to withdraw their money. Whoever made the decision to use this bank for IRS refunds and unemployment benefits needs to know what is going on because this is not banking but robbery and there are many other good banks out there.
