Charged for a Service call I never recieved - Internet

Only 2 days after setting up my 6 mbps internet service through direct path, I paced a call to their tech support to complain about my internet speed maxing out at 1 mbps. After the first call, a technician was ordered to the home. After a few more calls to tech support, we were able to determine that there was a setting on my account set improperly, and changing it immediately rose my speed to 6 mbps. I then called the technician called to my home. Now, there is still the charge on my bill for the technician, and a dispute filed with direct path came back saying that their technician did indeed come to my home (which he/she certainly did not) and replaced an ethernet cable. The charge listed on my bill however is listed as a modem reboot. Again, their technician DID NOT come to my house, and after a conversation with a supervisor at customer support, I was told that there is absolutely no sort of paper anywhere that I would have needed to sign after the trouble call my their in-home technician is complete. Sounds like a nice long lunch break to me, and I get to pay for this technician to take it...
