I order a cd at the cost of 1.98. After i recieved it 4days later they removed 69.95 out of my debit card without my permission

I went on line saw a chance to get a cd on getting a goverment grant. The cost was to be 1.98. I order it. I recieve it on 7/11. I paid 1.98 for shipping and handling. After going to my bank on 7/15 i was overdrawn 69.95, they went in my acct. Without permission and withdraw it. I had no idea of the whole cost. And they did not have my permission to withdraw more money out of my acct.
