I have internet service with Time Warner Cable (TWC). It costs about 47$ USD per month. I paid my bill around the middle of March, approximately 3/16/09. I only get paid my salary once a month so I must be very careful about budgeting for my needs. I got paid on 4/1/09. Even though I had not yet been billed for the next months service, I decided to send in a payment early, electronically. This would have given me a 47$ credit until I was billed.

Upon being billed my balance would be around 0$. For some reason my payment was returned, despite the fact that I had more than enough money in my account to make the payment. TWC charged me 30$ for the return, and 47$ for the extra payment I tried to make for a total of 77$. This 77$ balance is going to be applied to my account - so when I get billed for my actual service the bill will be over $100. I chatted with a TWC employee. The whole conversation took over 30 minutes. (I have the trasncript of that conversation saved.)

The employee was able to confirm that I did not have a balance due when I sent in the payment on 4/1/9, but does not know why the payment was declined. She suggested I contact my bank, which I did before contacting TWC, and my bank referred me back to TWC. The employee I chatted with could not help me and gave me an "escalation number". This is the second issue I have had with TWC in Dallas. Other issues include: Being charged late fees before my account was past due, constant outages and interruptions in my service.

I have copies of my TWC bill, the payment conformation I was sent by TWC on 4/1/09 (and it looks like the bank account I used has the correct account and routing #), and both of my bank account summaries for the dates in question to prove that I had sufficient funds to make a payment. I also have copies of the bill where I was charged late fees without justification and have documented the outages that have occurred. I feel that this is TWC's error and not mine, and I should not have to pay for it. The service is abysmal and if the situation is not rectified I will be switching to another provider.
