ID Theft deception in offering a payday loan in which you will never be approve but only to have your information to falsely sign you up for others sites you did not even see or knew they exsisted

I thought I was applying for a payday loan but I never finish the application, however they claim I was denied any how and signed up for Idenity Theft program, in which I never even seen a box or information pertaining to this. I happen to be looking into my checking account and found a withdrawal for $31.89 from this company. I contacted them and this is the information I was given for the deductions. However, I requested a refund because I never signed up for this program. They told me file a report for my refund and that was it..
