Attempted inducement to send money to win a $1.4M prize

This appears to be a well rehearsed rip off to entice readers to send $19.99 in order to win a prize of $1.4M for a competition of some unknown sorts that I have never entered or requested.

Since this has been going on for some time, I wonder why the authorities have not yet caught up with this party, a Mr. Robert Richards, and put him behind bars where he belongs.
