Sends letter saying they are closing account. Not sending funds Long Island

My husband had both a joint checking account with myself and a personal checking account. We had 2 NSF checks (convenience checks from our credit card. That we did not know had been closed) on the joint account and they closed the account and said they were closing his personal account also. The joint account has been closed but not his personal account they are now saying it is restricted. Chase sent us a letter (dated August 18) stating that the personal account will be closed in 10 days from the date of the letter and that funds would be sent out 5 business days after the account closure. I checked with Chase to see if the funds have been sent since it was over 5 days and they are now telling me the account is restricted and can not be closed and they are not releasing the funds. How long are they allowed by law to do this we have over $1500 in this account and need it for bills. Chase does not seem to care and all I get is RUDE customer service when I try to find out when I will receive my money. I know to many people $1500 is not much but when you are struggling to pay bills and you work hard for your money $1500 is alot.
