Took my money and never sent the merchandise, won't refund money

I ordered a remote controlled spyplane for my son for Christmas from "Honest" Joe. I had to send a check for $131. Joe deposited the check, then e-mailed to say he couldn't get the plane from his supplier and would refund my money. He never did. I called, I e-mailed. Honest Joe won't return my calls.
