City of Cedar Park Accomodates Portrait Homes, LLC. Code Violations, Tramples Local Residents Unfair Zoning changes - Plat Construction Violation

Buttercup Creek Townhomes; a non-premier property development by Portrait Homes, LLC. One code issue after another.

Complaints:

1. Unfair Zoning changes
a. Changed Green Belt to "Temporary Construction Zone"; then used bull-dozers to knock about 90% of the greenbelt down.
B. Changed "Temporary Construction Zone" to "Utility Right of Way"

2. Improper use of heavy machinery
a. Tracked dozers were used and are not allowed because of the crunch damage to the root systems of nearby trees.

3. Plat Construction Violation
Built structure too close to original 'green belt' property line. Perhaps even over-the-line.
A. City inspectors alerted and were dispatched to 'discover' findings.
I. Findings 'discovered', but not published.
Ii. City Planner Job Change - Hmmmmm.

4. OSHA would be Proud
New structure actually built underneath existing 14k volt power lines.
A. Scaffolding erected by day laborers to install rock facade within 5 feet of 14k volt transmission lines. Amazing no-one was killed.
B. City called to alert them of worker proximity to power lines.
C. Utility trucks dispatched in 'emergency action' by city to... Get this. Move the lines?
d. Utility company employee reiterates high level of concern for worker safety.

5. Utility Relocation
a. Because of construction violation from (3) above; Portrait Homes actually built their Townhome up under the power lines. Rather than 'plan', 'fix', or follow the rules properly, they simply paid the city to 'move' the power lines. Now, the power lines ride up on the property lines of several private residences.in one case hanging over a toddler playset.

I'm attempting to be factual here. If anyone has any corrections, please submit them for verification. Once verified, I will retract any inaccurate statements.

My concern is that while Business and Development is important; the City is responsible for issuing permits and enforcing codes which are meant to protect the City's citizens, infrastructure, etc. I would not expect the City to ever 'forgive' a code violation on my part, so I find it inappropriate for them to do so for a business; in this case Portrait Homes.

My concern is for the safety of my children. I do not like high voltage lines near my property. I am also concerned about the impact to my property value.

I put this 'complaint' here because it would 'appear' that the City needs a watchdog organization that tracks behaviour. I'd like to find out if others such as myself have experienced anything similar here in Cedar Park. I'd also like to expose any favoritism that the city affords to business. It's not right, and we do not have to accomodate it.
