Have retained my $20 balance after closing the account.internet

This bank offered a low credit card of $70 and charged me $201.66 as previous balance. I never used the card and returned it to them as soon as they charged me another $20. I had already mailed in the first $20 thinking that would be an initiation fee. The account is currently closed but my $20 have not been returned to me, yet.
