Misleading deceptive avacive, given the runaround trying to obtain monies by devious means s

On 1-8-06 I receved a parking citation #1001974783 for not displaying my handicap placard, from what the Officer stated, but the fact of the matter is, it was displayed on my dashboard.

I was told in the past a placard must be displayed on the rear view mirror, but if you do not have one it must be displayed on the dashboard pursuant to vehicle code 22511.5.

I had made that aware to the Parking violations Bureau, but only to receive a notice stating, " I'am still liable for the fine of $330.00.

I contacted the Bureau on 3-14-06 and spoke to an operator I D # 261. She had viewed my citation and responded with, "well you were cited for not displaying your placard". I informed her, " It was up." She had then said, "Well then you were parked in the cross hatched marks." I told her "Absoluty not." I was then put on hold.

When she returned to the phone she had said, " You are only allowed 1 dismissel a year for this type of violation." I proceeded to ask, " Where does it state that?" Her responce was, " It's the California law."

I had told her, "Thats not true, there is no law thats reflects that." She just stood her ground and told me, " I was wrong."

I had then said, "You need to get me that California law and vehicle code." I was then told to "hold on"

While I was on hold I contacted the DMV and questioned that Law. I had spoke to a supervisor, explained my situation and needless to say she was apolled and told me there is NO such law in California and advised to file a complaint. I had also viewed the vehiche code book which I have in my possession and found no law.

Then 20 minutes later operator 261 came back to the phone had advised me " I just spoke with my supervisior and she said, " you must make a request in writing if you want a copy of the law."

At that point I advised her, " I just spoke with the DMV viewed the vehicle code book and was told there is no such law and should not have been told that." She was shocked and all tounge tied. So before the phone call was ended she had said, " Well it's not really a law it's our policy."

I went on to say" You clearly told me it was a California law and I must make a request in writing for that law, Per your supervisior words." She responded with " I didn't mean a law it's a policy.

I had just said" Evyette, I feel I was being decived and mislead by you / the Bureau therefore I'm formally putting this citation in dispute with you personally and will be making that dispute in writing. I did that the very same day.

The only responce I received was a demand letter dated 3-24-06 asking for $300.00.

I've heard of many decitiave practices by this Bureau
through citizens as well as Police officials, (Whose name cannot be menitioned)

I'm hoping someone will have some input or help on this.
