Withholding court ordered child visitation since we divorced

Judy has withheld child visitation for her only daughter to her father since they seperated. She never answers his calls & prides herself on keeping their daughter away from her father. Short term effects on the daughter are already very evident and we fear what long term effects of not seeing her dad will also happen.
