We returned our modem when we moved. We have a receipt from Time Warner for the returned modem - including the serial number. Now Time Warner is billing us for this equipment and, when we call (5 times now) either doesn't recognize that we returned it OR tell us that they see it has been returned but it will take 25 days to work through their system (this was the 4th call, during the 5th call, they couldn't find it again). Now we have $140 being collected. This is theft by Time Warner, pure and simple.
