They are surely cheaters for the following reasons:
1- they sent me a letter with serious look and a warning on it if someone else obstructs the delivery of the letter (this was odd)
2- only a toll free number, no return address, no physical address, no real name
3- how do they know my personal information?
4- they said the coverage costs ~$2700 but after me trying to get discount they came down to $1600! (huge discount)
5- the guy on the phone did not let me go and think about it. He was trying to get my card info and put me under pressure.

I am sure they are cheaters.
