Yes, they are a scam! I have a very legit looking contract from NY, NY and have a loan agreement to send them $904 to get a $5000 personal loan. I tried Western Union and was declined (should have known then). They then told me to try MoneyGram. It went through, but MoneyGram called me and told me it was a scam. I am amazed because it seemed very legit.
