No refund and no response from customer service

It is about the order in Nov.

I ordered the 6 products in Gmarke by an order, Unfortunately, I found that 3 products size is wrong after I submitted the order, so I have been required to ex-change. A day later, I inform Gmarket customer service to cancel the ex-change, she confirmed the cancellation, and will send all 6 products to me, and finally I got only 3. Then, I submit the inquiry to Gmarket customer services, she replied the cancellation not successful, and asked me to pay 4900 won domestic shipping fee to return the goods to the seller, and then I can get a refund, I accept their advice, a few days later, I still do not get a refund, and check with Gmarket again, she said that I need to submit a photo of the parcel I received, otherwise I did not get a refund, I copied her last replied, and also tell her that you have confirmed that the 3 products did not send me, and advice to pay the delivery fee in order to obtain a refund, why do I need to provide photos now, I submitted the inquiry many times, but I still did not get any updates until now.

In this case, it makes me very sad, thinking about how bad customer service is happening in the global online retail. Also, I do not know where I can make a complaint, and who can help me to get a refund... Gmarket customer service was completely disappointed
