IBRD assured us they could help us recover funds from an internet company that was supposed to teach us to build our own websites. If IBRD was unsuccessful in obtaining a refund for us, they promised to refund all monies paid to them. Unfortunately, they were unable to help us recover any funds.
I began a dispute with my credit card company and PayPal over these charges about 60 days ago, but IBRD pleaded with me to allow them to be the one to issue the refund instead of recovering funds through another source, as it would be a black mark on their "pristine record".
I agreed to reverse the dispute and they sent me a written guarantee of a full refund of $2750.00 to be issued no later than 9/14. The refund has not been forthcoming.
I began calling and emailing at that time, but they are no longer answering their phone. I have repeatedly left voice messages, but they have not returned any of my phone calls, nor have they replied to any of my emails since that time.
