This is what they advertise:

Here is their small print:
"PayPal Buyer Complaint Policy - Our best efforts program to reimburse Users for losses only to the extent we are able to recover the funds from sellers."
Here are your mounting losses for doing business with PayPal, an EBay company, in their words:
"We have determined that you may be eligible for a refund on this PayPal transaction. To qualify for a refund, please return the item received to
the seller in the same condition in which it was received. (You are responsible for shipping and handling costs for the returned merchandise.) The amount you will be eligible to receive is determined by the terms of
our buyer protection policies and we may be unable to make a full recovery of your payment from the seller. Please review the buyer protection policies in our User Agreement before shipping the item back to the seller."
Take note that after you have already suffered losses and PayPal, an EBay company, has informed you that they may not be able to recover your funds, they ask you to go ahead and absorb the cost for shipping and handling to return your misrepresented item.
My advice:
Always pay with a Visa/MC—PayPal is great if you are on the selling side, they will assist you with ripping people off.
