Redwood Tech Consult rip-off! No refund, no shipment

Another Sucker here... I was charged right away on a secure site against a Visa card and never recived my machine. I recived an email from Brent Rodgers of thier billing department here is his letter:

Hello,

This is Brent Rodgers with the Billing Department at CPI.

We do apologize for the inconvenience, and I have been assigned to your order to ensure that this all gets worked out as smoothly as possible. There was/is a problem with your order, which is not your fault, but is a problem nevertheless. The problem is that although we were able to charge your credit card for the order that you placed, the bank that we processed the order though would not/will not let us deposit the funds into our company's bank account for undisclosed reasons.

This isn't something that happens often, and when it does, we are not allowed to send out a customer's computer until we have either received the funds from the bank or we have insurances from the bank that the funds will be received. More times than not it happens with International Orders, but yours isn't which is very unusual.

Also, the bank will not allow us to send you a refund, which we at the billing department attempted to do 2 and a half weeks ago. Your Computer is done, and was supposed to be shipped out sometime last week, but we were told to hold it until this is resolved.

What we strongly recommend doing is contacting your credit card company (Chase, Bank of America, etc) and tell them that you want to file a dispute because the item that you paid for was not received. They will issue you the funds usually the next business day and defiantly within 3 business days. The reason we recommend this is that although we are not able to send you a refund, banks are by law required to comply with your refund request especially if you ordered services that were not delivered.

Because we no longer use that particular bank, if you wanted the computer, you can just replace the order back on our site and the PC should be sent out the next day once the billing department receives the information from our merchant bank. We do apologize for the inconvenience and please let us know if there is anything else we can do in this regard.

So they charged my visa and they expect my bank to refund me the money? My bank filed a dispute but advised me to file a complaint with law enforcement.
