Took Payment and Never Ordered my Battery

Middle of September
I ordered a battery for my computer with an employee of Bear Computer Repair, during a 'house-call'. The guy took my 40$ first saying the company didnt have the capitol to order parts without payment. I waited a long two weeks before callling them. First time around they said it was there, and they would send someone over - none one came. I called several times over the next few days, and left messages because they didn't answer the calls. I let it go longer and longer, and nothing got done. No one called me but once saying; "I'll be over". Last month, I had a male friend go with the receipt to the shop.

He went three times and came back with TWO used batteries, which were actually dirty on the inner side and neither fit my computer. (I did pay for a new one). Finally, about the end of Febuary, we both showed up at Bear computer shop. My friend told me Daniel already told him he had business meetings and to come back later... Which is then we did. Daniel sat in the back behind a wall and was reluctant to come out and greet us. He yelled to us to come back in an hour, he was sitting
with the rep of a company. My friend couldn't come back, so I told him to ORDER the battery... Which he never did... And he promised for the last hundreth time. I left him a note with all information needed. Two weeks went by and no call, no contacting my friend —no battery. Here we are almost in April; I have no battery and no refund. Bear Computer Repair has an F at the BBB and has numerous complaint reviews from other people that were scammed by them. Please can you help stop them...? This is very unethical and should not go unjustified.
