Repeated Rebate Ripoff How can they continue to do this with such impunity?

I recently purchased Norton Antivirus 2004 along with Turbotax. As is the deal for at least the past 3-4 years, NAV costs approx. $50 but comes with a $30 rebate for purchase with Turbotax and a $20 upgrade rebate, thus, the product is advertised as free However, for the 3rd year in a row, Symantec (or their rebate contractor) claims to have not received my rebate submission. Funny how the post office so selective in only seeming to loose mail containing Symantec rebates! They send you to a website (rebatestatus.com) to inquire about the rebate.

There is a form that allows you to enter your information and a question. This then generates a auto email stating that your question has been received please do not respond to this email. Etc. About tow days later you receive another email (obviously auto generated as well) that informs you to go to the website and submit your inquiry. This is the same website that you have already been to! Submit the questions again, receive the same auto email, then two days later the same auto email to submit your question! Endless Useless loop.

I continue to read reports by individuals who have not received promised rebates from Symantec. Is there nothing that can be done. This must be illegal. Advertising the rebates then no coming through with them. There is no one to contactwhen contacting Symantec directly by phone, I just get the runaround that I am calling the wrong number and that I need to check the status online, which is just that endless loop again. Is there no legal recourse here?

I generally have pretty good luck with rebates. Other than the 5 that I have not received from Symantec, there has been only one other instance for me where I never received the rebate, so I can't help but think this is just a scam by Symantec, particularly reading how many people have the same problem with them. WHAT CAN BE DONE? How can they continue to do this with such impunity?
