Charged double for program that dont work, wont refund money after 4 months

Back in June I downloading and purchased xpantivirus for $79.95 but I was charged $168 (AUD) for the program. After downloading the program, I immediatly tried the program 4 times it picked up spyware and malware but wouldn't remove anything.

I immediatly deleted and ask for a refund, at first they were not going ti refund the money until I threatened them with two options legal action and going to the Fedral Police.

I have received correspondence from them sayiny that the money will in your bank withing 1 -3 weeks, it has been12 weeks and still no payment.
