If you move, Paypal will only change your confirmed address if you do one of the following:
*Add a credit card to your account
*Get a PayPal Plus Credit Card, PayPal Buyer Credit, or an eBay MasterCard
*Do alternate address confirmation. (U.S. Accounts only)

I do not support Credit Cards. I have never owned one. I have no plans to ever own one.

My only option is "Alternate Address Confirmation, " which as it turns out is extortion.

Alternate Address Confirmation requires that you meet the following criteria:
*Be a PayPal member for longer than 90 days
*Have a Buyer Reputation Number of at least 10
*Be a Verified member of PayPal (add and confirm a bank account)
*Be a domestic user in good standing
*Provide an address that is NOT a P.O. Box

"The Buyer Reputation Number is the number of unique Verified PayPal members whom the buyer has paid. This number helps sellers decide whether they want to accept or deny payments from buyers who did not include a Confirmed Address." [from Paypal's help documentation]

I was told that even though I have made MANY purchases through PayPal, that my buyer reputation was low either because they didn't retroactively count payments made in the past (as this is a new feature) or that the sellers I purchased from were not confirmed.

EXTORTION: "unlawfully obtains either money, property or services from a person, entity, or institution, through coercion." [wikipedia: Extortion]

PayPal receives a percent of every transaction. They require that I make 10 reputable transactions of at least $5 each.

So, in order to change your address (even though your bank account has the proper address) you must purchase AT LEAST $50 worth of goods.

CONCLUSION:
I want to buy items from sellers that will only accept "confirmed addresses."
My confirmed address is in a state that I haven't lived in for over 2 years.
My credit card has the correct billing address.
PayPal refuses to use the CORRECT address until I have given them a CUT (percentage) of at least 10 transactions amounting to a bare minimum of $50.

This is Extortion. It is illegal.

P.S. I wasted MANY cell phone minutes finding this out, and my reputation on eBay is at stake because I am not promptly paying a seller.
