Take it from me, do not trust PayPal to recover funds when you have been ripped off by a fraudulent seller (thieves) on eBay. You will lose nothing but time and more of your money. PayPal's customer service representatives are absolute liars. I placed a bid for a laptop that the eBay seller described as "Brand new Dell XPS M1210 - still in box."
Unfortunately, after waiting 2 weeks I received a totally different computer. So I contacted the seller to advise that this was not the item advertised and requested a full refund. I did not trust the seller to refund my money, so I decided to place a dispute with eBay/PayPal. That's the most logical thing to do, right? Especially after corresponding with the seller for 2 whole weeks, asking why I had not received my laptop when my payment was made less than 24 hours after I won the item. This is the response I received from eBay:

Seller contact: Yes - I have attempted to call
Customer concern: The seller advertised a "Brand new Dell XPS M1210 - still in box (170032319374)." My payment was made through PayPal on September 25 for the Dell XPS M1210. On October 7 I finally received the package. This computer was a Dell Latitude D420. This is not the computer that the seller advertised. I have emailed the seller and requested a full refund. There is no telephone number posted for the seller. I have saved all emails inquiring about shipping that I sent to the seller.
After I shipped the computer back to the seller, contacted PayPal to advise them that I did so, provided a tracking number, and waited weeks, I received this:
After careful review, this claim has been decided in your favor and $175.00 USD has been credited to your account.
This is the maximum amount covered by PayPal. If your claim was for more than the amount recovered, the outstanding balance is due from the seller and we will make our best effort to recover it for you.
