Ripoff of seller's money without recourse or explanation Internet

I sold, on Ebay, two used Dish satellite receivers, remotes and cards. I had bought them new from Dish and used them myself for several years without any problem whatsoever. I changed to Direct TV and sold all this equipment on Ebay to a buyer who paid with Paypal. I gave him time to let me know if they were ok knowing that they certainly were when they left my home and this is what happened almost 30 days after tracking said that he got them.

This is the exact (cut and paste) message that I got from this buyer, Luis &, a rip-off guy himself, almost 30 days after tracking confirmed that he got them, wanting his money back:

Hi, I got them and they are broken, i just want my money back you know my paypal account.

This was my reply: Hi, According to USPO tracking, the shipment was delivered to your confirmed address (- ) on Feb 27,06. You tell me today, March 22,06, almost a month later, that it's broken? I put a note in the shipment saying that you had 5 days to let me know if anything was wrong with the equipment. You did not communicate with me to that effect. Also you had every opportunity to add shipping insurance if you had desired.

This was not something I found or picked up in a garage sale. I personally owned and used it myself. I know that the equipment was working perfectly in my own home, and even was professionally uninstalled from my system, prior to a week before I sold and sent it to you.

I further asked of him and Paypal: Did you have a satellite Dish installed, did you get Dish service? I disclosed in the Ebay description that these things are needed for this equipment to work. It's like the disclaimer on a chainsaw: "Do not stop chain with hand". This guy is a moron!

But paypal didn't even question or ask him for an explanation, just gave him my money from my account.
I tried to get someone to listen to me but no one in that Paypal system will talk to you nor allow you to talk to them directly or respond except in a non-issue form to your emails.
I'm so done with "customer no-service".
