I dealt with PayPal for 2 months on a claim from an eBay buyer who wanted a refund for 2 items he purchased from me on eBay. The buyer had them for 47 days and damaged them, and PayPal gave a refund to the buyer. It seems to me that when you are a buyer on eBay and pay by PayPal, you can file a claim with PayPal and get a refund after any length of time. Even if the buyer damages the item, all you have to do is lie and you will get a refund.
Beware, eBay sellers: if you accept PayPal payments, you could be next.
Not to mention that the buyer wanted me to commit insurance fraud by insuring the items for more than the eBay selling price. (I did not insure for more, just the sold value.)
