Ripoff internet theives company

I sell on ebay for over 4 years and have used paypal as a payment method my customers pay me with about 90% of all transactions. All my ebay listings offer an option to insure packages to guarentee them should the individual person purchasing my products chooses to accept that route. On Oct. 28 without any warning or prior information being sent I got a "Temporary Hold For Buyer Dispute" in the amount of $300.00, which was a payment I recieved from a customer of mine for the purchase that chose to have this item insured by the U.S. Postal Service for the amount of $300.00, which was insured at the time of mailing. I then went to the post office web site at www.usps.com trying to locate the package with the insurance reciept I had, I was unable to get any results, so I went to the post office directly to find out, they inform me it was delivered, so I ask where & when?

They inform me it was delivered in the state of KY, at this point I was even more confused because destination address was set for CA, not KY, & they had no idea how that happened or why it was sent to another place. They inform me that I need to fill out a "Claim Form" in order to recover the insurance money but according to their rules I has to wait 21 days after the date of sending in order to file, I tried to explain this to the buyer & thats when he put in a claim with paypal. Paypal then steals $300.00 from my account, refunds it to the my customer, which is also getting the insurance claim money for the amount of $300.00 from the U.S. Postal Service. I once again tried to explain to paypal, and due to all the lazy people they have working for them, none of them were able to get their lazy behinds up to check and see if the package I sent was indeed sent, & what no one has been able to answer for me is that if a package is sent insured by the U.S. Postal Service why are they sticking their noses where its none of their concern? Plus looking at my track record for over 4 years this has never happened before.
