Paypal does not back Seller Protection

Ok, I sold Bumbo Seats w/play trays on ebay. I mailed them out on 5/22/07 with tracking numbers and have receipts. 14 buyers rejected insurance, one paid. So, of the 15 I mailed & sold, the post office still shows 4 enroute and they may be lost.

I have been working 4 1/2 weeks trying to find out what the post office has done. Worked with 6 different folks and they are suppose to be searching the mail recovery dept, in which they may have found one of the four and sent it to the wrong person.

In the mean time 2 have been uderstanding that they did not purchase insurance, but the other two filed complaints as non receipt.

So, this week one was resolved in the buyers favor. It makes me furious, b/c I paid the manufactuerer and have nothing to show for it. I have a negative balance in my paypal acct now and scared. I emailed paypal my postal receipt for this, my policies which states not resp for transit times and if insurance is declined, I am not responsible for lost or damaged mail, and where the item was paid, and gave them the contacts at the post office of whom I had been working with.

But, I still lost, this is not fair. Paypal says that unless it shows delivered, I will lose. I advised them that the post office questioned -Did they purchase insurance? Paypal needs to go off the carriers policies and the fact the buyer declined insurance, which none of this would be happening if they had purchased. They said I am resp for the time it leaves till it gets there. What am I suppose to fly with it till it arrives to the persons home?

So, now I am out $49.94 and the post office found there seat, but sent to wrong people, which now is being forwarded to these folks. They will have the refund, which left my paypal acct negative and the seat. I should have one, they did not purchase insurance and I have a tracking number and postal receipt.

As of Friday 6/29/07, paypal honors the second dispute in my favor, only b/c 20 went by and no buyer response. So, it was closed.

PayPal advertises seller protection, but it is non-existent. PayPal CLAIMS to defend sellers in that case. They also CLAIM that you are protected if you (1) Ship to a PayPal-verified address and (2) Have tracking information and signature confirmation. I had both, but, regardless, PayPal took the money out of my account.
