Purchase a $900 xray machine. Seller said item was stuck in customs, gave us fake tracking numbers. 5 months later he keeps saying he will refund us but clearly has no intentions. Now he will not answ delhi

We purchased an x-ray machine thru ebay, paid with paypal. The seller waited over 45 days to contact us, allowing paypal protection to expire. Seller supplied false tracking information, then told us xray machine was held in customs. We emailed and called him. He said he was going to refund us, but to date has not. Now he won't even answer emails and his phone numbers are no longer active. We are out $900 and no one can help us. We paid with a debit card, so the bank offers no protection.
