Tryed to exchange a bad charger but no one will call me back or email me back

I bought a battery charger for my son who is wheel chair bound i paid for the charger in full on line i did recieve the charger but it was no good the paper work said there should be two red lights on when the batterys are charged one light will turn green but befor i pluged it in to the scooter one light was already green i tryed five times to call the answering recording says leave name and number some one will call you back its been over aweek no call back iv sent an email no response
