Diem Le Vanessa Mcdaniel victimized many consumers on ebay paypal does nothing

I tried to purchase some stuff from him on ebay and never recieved it and never got refunded. He's done that to several people that i've talked to and from what i understand he got a new user id and is continueing to rip people off. I have filed with paypal and they can't do nothing, i filed with ebay and they don't seem to be doing much, especially if they allowed him to keep selling under a new id. I did actually get to talk to him and he denies even using ebay. It's been close to 3 months now
