Statement Shows Over Limit Fee and Balance Higher After Payment

My credit card bill (closing date10-26) was for $514.20. I paid $30.20 by money order on Nov18. This month-Dec - I get my statement-NEW BALANCE-$588.05!! I used the card 1 time for a $20.00 cash withdrawal. When I pd nov bill that brought my balance down to $474.00. But on December's bill it says amount past due $16.00 $21.00 for this period $88.05 for a so called over limit fee! How did I get over the limit when i was down to $474.00 and just charged $20.00?

It also says on this statement "your account is past due" how can it be past due when the payment for november was made and December's payment is not due until December 22? These people are really taking me for a ride. They better get my account straightened out before I send my december payment.
