Promised a loan and trying to bill me for something i didn't receive. Trying to take money from my checking account ripoff

I applied for a loan on the internet with usa credit they said i was guaranteed to receive a loan into my bank account and i did not receive it. They trying to debit my checking account. My bank is charging me money for them trying debit my account. I wanna my account back in good standing and them prosecuted
