Airmasters Improper Installation of Air Conditioning parts, poor customer service

I contacted Airmaster Services to repair my non-functioning air conditioner. They promised to send a technician, I called again an hour after he was supposed to arrive and the owner had forgotten to call the tech. When the tech finally arrived he replaced a transformer and the ac still didn't work, he said we needed a new circuit board and quoted me a total of ~650 for the work, which we had to pay 1/2 up front. He promised to return at 9 am the next day. The next day, after several calls and false promises of when he would arrive, he finally got there around 3. He replaced the circuit board and came inside to turn on the ac. We all heard it make a noise like it was turning on and he said it was fixed and left. We turned the ac down by 10 degrees to check that it was working and an hour later the air temp had not changed. I called the owner who suggested it might be something even bigger wrong with the ac, but based on their performance so far I was not willing to spend any additional time waiting for them to charge me more money for something they were not going to fix. I contacted another company that arrived on time as promised and determined that the parts had been installed incorrectly. They suggested we photograph the parts before they do any work and file a claim with the BBB and the Licensing Board. The parts had been installed on top of the old ones and were barely attached. The new company re-wired the parts and then verified that it was working. They actually went outside to the unit and tested to verify, and explained that the noise we heard the day before was just the fan turning on. They said a reputable company should always verify at the ac unit that it is working.
We contacted the company and requested a refund for all the labor, but they would not identify which portion of the charges were for labor vs parts. The Airmasters technician told me that if I could figure out what the parts cost he would refund the rest, apparently knowing that it would be a challenge. I got the estimates verbally, and faxed the information as requested, along with the request for a $400 refund. None of my faxes went through although I tried for several day. I mailed a copy of the fax to the company as well as the home address of the technician and still received no response.
I have submitted a report to the BBB and the Licensing Board but at this time there has been no resolution.
