Not willing to honor warranty on correctly installed water heate

Model GWH 1600 HL on demand water heater freeze problem. They call it an act of nature. It was installed per specs. It is under warranty and they want me to purchase a new heat exchanger for 285.00 dollars. They offer no solution to the freeze up problem
