Building without a permit, shoddy work, 2/3 payment practically upfront RIPOFF

Contractor represented himself as a certified NJ building inspector, with 12 years experience so of course I trusted his judgment when he told me no permit was necessary to do this construction job. He then asked for, and received, 2/3 payment within 1 month.

The quality of the job is awful, including: crooked windows, uneven floor with unsightly gaps between it and molding, broken sheetrock, crooked water-damaged wainscoting, cedar shakes attached with small finishing nails (that have begun to fall off).in some places shingles are attached with oversized nails. Composite deck boards attached to frame with improper nails that are coming out, railing not fully installed, decorative shoes on rails only screwed in on one side, step leading to house is pressure treated wood with split and felt markered number on top, live electric wire stuffed up into wall (later removed only because I found it and asked them to remove it), electrical wiring and boxes installed by un-licensed person, door crooked in door frame, walls not plumb or square. Additionally I eliminated some things from original contract and others were left unfinished.

There was so much wrong, that after 3-1/2 months (this is a small room enclosure) I contacted a private home inspector who assessed the work as sloppy and amateurish. He also told me to ask my town building inspector whether a permit was required. Building inspector came and said it was indeed necessary, for framing, sheetrock and especially electric.

Room has to be torn down and re-done correctly.

Outdoor Innovation owner and operator DEAN RADO demanded final payment and when I refused, he put a lien on my house and is now suing me for the final third payment he claims I owe him.

Now I have to:
1) do the job over with proper permits and inspections
2) pay another contractors
3) pay a lawyer to get the lien off my house and to answer the lawsuit

What chance is there of recouping any monetary restitution when this sleazey, con-artist, get the money up front and don't give a s_t about the customer, has his house in his wife's name?
