UPS-Delivered Wrong Customer - Appliance

Over past few years I have had several problems with UPS delivery in the US but this latest experience tops them all. I was tracking a parcel I was expecting and a unexpected emergency came up at last minute, so I tried to call UPS customer service to change the delivery but they advised me that the parcel was on truck for delivery and they could not reach the driver, but suggested I post a note on my door advising the UPS driver to take my parcel to the office of my complex. That is what I did thinking all would go well, but I was wrong instead of following my direction the UPS driver delivered my parcel to person unknown. Yes thats what he did just gave my parcel to the first woman he saw on the road. For 3 days the shipper and myself (the receiver) have been trying to no avail to find out who the driver entrusted with my expensive parcel. I have had several different versions of good stories as to where it is but I have yet to see it. The shipper has tried to start an investigation and claim but UPS will not cooperate and that is when all these stories come to light none of which have been proven true. UPS will not deal with me who has paid for this item and the shipping of it, the driver will not return to the scene to try and retrieve the parcel from whomever he claims left it with, In fact nobody at UPS will take responsibility for their carelessness and inability to deal with the mess they made. Now that is customer service!!! Not!!! Except how to lose customers
