Dealer will not give me my license plates & registration

I purchased a 2004 Dodge Dakota on 1-29 from Carlos and he said the truck had a clear title and as of today I still have not received my registration & plates. He gave me after 60 days another paper plate. The tax office says the vehicle is still under the insurance name and says truck is salvage. Help!
