I received an offer from Capital One that said "2.99% fixed APR for life on balances transferred with this invitation". It didn't say "up to 2.99%" or "maybe you'll get 2.99%". So, I guess, being the naive person I am, I applied. When I received my first statement, guess what the percentage rate was? 6.99%!
How did that happen? I thought it was a mistake and told them so, but they won't change it to the 2.99% in my offer. I swear that there is no small print in the offer that says "you may get 2.99%". Isn't this a case of false advertising? Is there an official agency that I can complain to?
