RISK MANAGEMENT fraud and telephone abuse. My brother is watching my house while I'm dying (COPD) in Pheonix, my wife and daughter are with her parents somewhere in AZ and they're supposed to be filing bankrupcy

I am dying from a COPD and was asked to leave my job 6/01 because all I did was cough up blood. Three years ago they figured I'd kive three years so I came to Phoenix to take care of bussiness and die. My wife came to live with her folks and last weekend we got our daughter here. My brother watches my house.

He said about a month ago someone called saying they were from a place my wife worked at back in 1997 but when he went to play the message he accidently erased it so he just called the # on caller ID 702-260-5001. He told them what happened and the lady asked someone if Sun Valley Builders was a client and he said no, so he said she was his sister-in-law and he relay a message. They said they didn't know who she was.

Well today they tried the same scam and he said they even used Sun Valley again so he file charges with the FCC for fraud and misrepresenting themselves on the phone, plus they was real rude.

Here's the letter he wrote:
I am taking care of my brother's house while they're gone. My brother is dying and his wife is talking to her sister about filing for bankrupcy because she's had to do it before. So I'm having to deal with all the phone calls from collection agencies and even though I tell them what's going on they still keep calling.

One company in particular called "Risk Management" out of Las Vegas, NV called awhile back and I'm in pretty bad shape too, Hep C, so I let the machine pick up. They said they were calling for a company called Sun Valley Builders, a company my sister-in-law worked for around the time I went to Utah so I have to guess around 1996-1997. I went to check the message but since I don't know how any of this stuff works I accidently deleted the message but I had the caller ID #702-260-5001 so I called
them and explained and they asked someone else and I heard them say "we don't deal with Sun Valley Builders" and she told me she didn't know what I was talking about. This was around a month or less ago. I said well do you have a message for Valerie Squyres-Duquette and they said
no. I asked them what kind of company they were and they said they were a collection agency.

Today while I was on the computer I get another message from them that it was very important Valerie contact them about "Sun Valley Builders".

Isn't it fraud to mis-represent yourself on the phone? They gave me a number to call, 888-817-5814 x-5020 but noone answered so I called the 702 number and they said the extention belonged to a Ms. Rameriz or something like that and were very rude to me.
I believe they committed fraud by misrepresenting who they were on the telephone.

And the one he got back:
