Double billed for same room, will not correct problem, loss over $800

My sister-in-law, who lives near me, works for a woman in the travel rating business. She needed a reservation in Napa, CA, for my nephew's graduation in June but all of the motels were booked. Her boss told her that because of her connections that she could get her a room at the Napa Valley Travelodge and her boss generously made the reservation for my sister-in-law on her (the employers) credit card. Two rooms were reserved to include one for her and one for me and my wife. When she found out how expensive the rooms were ($367.36 for 2 nights) she decided to cancel and leave one room for me and my wife. I called Napa Valley Travelodge to transfer the reservation to my name and cancel the extra room several days before arriving.

Now the manager for the Napa Valley Travelodge claims that the employer for my sister-in-law made the reservation for herself and that the 2nd room was never released from the reservation and that I had made a separate reservation so the Napa Valley Travelodge is billing my sister-in-law's boss for over $800. The manager for the Travelodge has not been truthful with me or my family and I believe that he is a very dishonest person. My sister-in-law's boss is a very kind person and has asked me to help report this.
