Fraudulent Foreign transaction fee for domestic purchases

I had been billed by Citi charge card a purchase charge of 3%, to get a deal I created within US, with Expedia, for 2 flight seats (Olympic Atmosphere). Citi card statement didn't record Expedia as my merchant, but Olympic Atmosphere! This really is like Citi card may cost me a purchase charge each time I take advantage of my Citi card @ Wallmart to purchase items produced in China!!!
