I have been charged fees for a Broker Price Opinion on my account in addition to Inspection Fees monthly. Can you please tell me what either of these are for if you have been assessed similar fees?

I noticed on a print out that was sent to me that when I over paid some months Fairbanks would put the excess money in an account called Unapplied Funds.instead of applying the excess money in Unapplied Funds to a house payment. They would instead apply it to Corporate Advances and to Other fees. Thus, there was enough money in Unapplied Funds to make an additional house payment. They in turn would tell me that I owed an additional payment.
Can anyone please tell me what is the procedure to applying payments. Is it not to the interest and principal first?
