Withheld my funds when i tried to pay bill by phone and would not give me an explantion

I have a direct express debit card that social security gives to you so that you wont have to be bothered with banks. Direct express really stress that you pay bills on line by phone ect. But when you try to pay bills by the phone your transaction dont go through they tell you that they are having a problem with your card. So when the transaction dont go through direct express holds your funds for 5-7 working days and when you call and ask about about your money they wont answere you they just keep repeating you have to wait 5-7 working days constantly and then they get really quiet and then you say hello and they sak you is there something else that i can help you with even though they havent helped you with theone and only question you had. They refused to reply to the bbb on two occasions they have over 16 different caomplaints since february of this year including mine and they are rated an F by the bbb. I tried to contact them again after the bbb couldnt get them to cooperate and again no response i really want to start a class action lawsuit on this company cause the complaints just keep pouring in.
