They talked my 86 year old mother in to paying them 999.00 dollars to lower her interest rate on one credit card

They taslked my 86 year old mother into letting them charge $999.00 for changin her interest rate on one credit card form 23% to 11%. The balance was only 3000.00 they told her it would save $68000.00 dollars.
She undestood that they would not charge her anything until he saved her $2500.00. When i called they told me that they had a recording and there was nothing i could do about it.
